How to Measure

  • Count users who built an app, updated an existing app, or opened the builder in the past 7 days
  • Divide by your total citizen developer population (the people your CoE is trying to reach)
  • Track as a percentage. Benchmark: 25–40% WAU is healthy. Below 15% signals trouble.
  • Pull this from your platform logs or admin dashboard every Monday morning

Why weekly? Monthly adoption numbers hide the churn. A program that looks like 30% adoption on the monthly report might have dropped from 45% to 15% mid-month. Weekly tracking catches the cliff before you hit it hard.

Metric #2: Citizen Developer Productivity (Apps Built Per Developer)

Adoption without output is noise. You need to know if people building apps are actually shipping them.

Average number of applications completed (deployed to production or shared) by each active developer in the past week.

How to Measure

  • Count apps moved to "published" or "production" status in the past 7 days
  • Divide by the count of developers who were active that week (from Metric #1)
  • Benchmark: 0.5–1.5 apps per developer per week is solid. Below 0.3 means friction in your build process.
  • If this number drops while WAU stays flat, you have a usability or confidence problem, not an engagement problem

Metric #3: Governance Compliance Score (% of Builds Passing Policy)

The worst-case CoE is one where citizen developers bypass policy because the policy is opaque or broken. This metric tells you if your governance is working or creating shadow IT.

How to Measure

  • Define your core governance policies (3–5 rules, not 15. Keep it tight.)
  • Use your platform's automated compliance scanning to flag violations
  • Count apps that pass all checks in their first submission
  • Benchmark: 70–85% first-pass compliance is healthy. Below 50% means your policy is unclear or too strict.
  • Use this as a leading indicator for coaching: apps that fail compliance need mentoring, not blocking

A low compliance score usually means one of two things: your policy is broken, or your citizen developers don't understand it. Either way, you'll catch it this week, not when the audit happens in Q4.

Metric #4: Support Ticket Volume (Backlog + Time-to-Response)

Support burden is a leading indicator of CoE stress. When developers stop asking for help and start building workarounds, your CoE has already fractured.

Total support requests created this week + average time to first response (in hours).

How to Measure

  • Count all support requests logged in the past 7 days (email, Slack, ticketing system, all channels)
  • Measure median time from ticket creation to first response
  • Benchmark: 10–30 requests per week is typical for a 100-person CoE. Median response time <4 hours.
  • Watch for spikes: a jump from 15 to 50 requests means something broke or became unclear
  • Low request volume can also be a warning sign: developers may have given up on asking

This isn't about perfect response times. It's about understanding your support capacity and catching breakdown before it happens.

Metric #5: Business Value Delivered (Estimated Productivity Hours Saved)

The metric that matters most to the CFO. CoE budgets only survive if you can tie them to measurable business impact.

Total estimated hours of manual work eliminated or accelerated by citizen-built applications deployed this week.

How to Measure

  • For each app completed this week, ask the builder: "How much time-per-week will this app save your team?"
  • Get a rough estimate (5 hours, 20 hours, etc.). Don't overthink it.
  • Multiply weekly saved hours × 50 weeks/year to get annual impact
  • At average $50/hour fully loaded cost, a 1000-hour annual app = $50K value
  • Benchmark: A healthy CoE with 30 active developers produces 200–500 estimated hours saved per week
  • Track cumulative value (quarter-to-date, year-to-date) to show business leadership your ROI

This metric doesn't need to be perfect. It needs to be credible. When the CFO asks "What's the ROI on this CoE?" and you have 10,000 hours of value delivered since launch, that's defensible. That's your budget protected.
