Why Governance Metrics Are a Budget Conversation
Most CoE leaders measure the wrong things. They track DLP policies configured, governance documentation published, and maker training sessions completed. These are operational inputs — and they're invisible to anyone above the director level.
Your VP of Technology or CIO is asking different questions: Are we exposed to regulatory risk? Are citizen developers creating apps that could get us sued? Are we getting real business value out of the $300,000 we spent on Power Platform licenses? Is this program reducing IT support load or adding to it?
The CoE leaders who get sustained budget and organizational support are the ones who answer those questions with data — not process documentation. And the ones who lose headcount in the next reorg are the ones who couldn't make that translation.
This isn't a communication problem. It's a measurement problem. If you don't have the right metrics defined before your quarterly review, no amount of polished slides will compensate. Here are the seven metrics that matter — what they measure, why executives care, and how to calculate them.
The 7 Metrics Every CoE Should Track
App Health Score
The App Health Score is the percentage of production apps that meet your CoE's baseline governance criteria: active owner assigned, passing DLP compliance review, deployed to a managed environment, and documented in the app registry. An app that fails any of these criteria is a governance liability — and a potential support crisis when its creator leaves the company.
Executives understand this framing: "We have 148 apps in production. 112 pass our governance baseline. That's a 76% health score. Our target is 90% by Q3." Trend the score quarterly. Rising scores demonstrate that the CoE is converting shadow IT into managed assets — not just enforcing policy.
Citizen Developer Adoption Rate
This is the percentage of eligible employees who are active makers — defined as users who have built or maintained at least one app or flow in the past 90 days. It's the top-line growth metric for your citizen development program and the one most directly tied to license utilization ROI.
A 3% adoption rate across 5,000 employees means 150 active makers. If each maker delivers one automation that saves 2 hours per week, that's 300 hours per week in productivity gains. That's a number a CFO can evaluate. Adoption rate is also the leading indicator for whether your onboarding and community investment is working — or just consuming budget.
Compliance Percentage
Compliance % measures how many active flows and apps operate within your defined governance boundaries — correct environment, approved connectors, no DLP violations, and appropriate security roles. It's your primary risk metric, and the one legal and security teams care about most.
Track it at two levels: tenant-wide (all apps and flows), and by environment (production compliance should be 100%). When your CISO asks whether Power Platform is a data exfiltration risk, this is the number that answers the question. A tenant-wide compliance score below 85% is a red flag. Above 95% in production is the benchmark for mature governance programs.

Shadow IT Reduction
Shadow IT reduction tracks the number of apps and flows migrated from unmanaged personal environments or unapproved connectors into your CoE-governed structure over a given period. It's the most compelling governance story you can tell leadership: here is risk we identified, and here is risk we eliminated.
Most organizations discover 2–3× more Power Platform assets than they expected when they first run an inventory. Shadow IT reduction is how you turn that finding into a quarterly win rather than an ongoing liability. Report it as both a count (apps migrated) and a risk score (data sensitivity of the migrated assets). High-sensitivity apps migrated out of personal environments is a security story, not just a governance one.
Time-to-Deploy
Time-to-deploy is the average calendar days from maker intake submission to approved production deployment. It's the speed metric for your governance program — and the one that determines whether citizen developers see the CoE as an enabler or a blocker.
Long time-to-deploy (over 15 days) drives shadow IT. Makers who can't get production access in a reasonable timeframe route around governance entirely. Track this metric and publish it. A falling time-to-deploy signals that your governance process is maturing and becoming more efficient. A rising one signals bottlenecks in your review process — usually in security review or documentation requirements that have grown too onerous.
Support Ticket Volume (per 100 Makers)
Raw support ticket volume misleads — it grows as adoption grows, making a successful program look like a failing one. Normalize it: support tickets per 100 active makers per month. This measures governance quality, not program scale.
A mature CoE should see this metric decline over time as maker education improves, documentation gets better, and the community self-serves common problems. An increasing normalized ticket rate indicates that governance complexity is outpacing maker capability — usually a sign that DLP policies or environment restrictions have become too complex to work with. Present this to leadership alongside your adoption rate: rising adoption with falling support load per maker is the productivity story they want to see.
ROI per App
This is the metric that funds the next CoE budget cycle. ROI per app is the documented business value delivered by each production app, calculated as time saved (hours per week) multiplied by fully-loaded hourly cost, annualized. Document it at deployment through a brief maker-reported impact statement, then validate it 90 days later.
You don't need to calculate ROI for every app — focus on the top 20% by usage. Even a rough calculation changes the conversation. "Our top 30 apps save an average of 4.2 hours per week per team, at $75 per hour fully loaded. Annualized, that's $2.1M in productivity recovery from a $300K licensing investment." That's a 7× ROI narrative. No governance update deck should leave this number out.
How to Present These Metrics to Non-Technical Executives
Knowing the metrics is half the problem. The other half is presenting them in a way that doesn't cause eyes to glaze over thirty seconds into your slide deck.
Lead with outcome, not activity. "We deployed 14 DLP policies this quarter" is activity. "We reduced data policy violations by 34% this quarter, bringing our compliance rate to 91%" is outcome. Executives evaluate both, but they remember outcomes. Structure every reporting section with the outcome first and the activity as supporting evidence.
Show trends, not snapshots. A single data point is noise. Three quarters of directional trend is signal. If your App Health Score went from 62% to 71% to 79%, that trajectory tells a more compelling story than the current 79% alone. Always present the trailing four quarters for your core metrics.
One page, then details on request. The executive summary should fit on a single page: four headline numbers, a brief trend narrative, one risk call-out, and the next quarter's target. Appendices can hold the full metric breakdowns for anyone who wants to go deeper. If you can't distill your CoE's quarterly performance to one page, you don't understand it well enough yet.

Tie every metric to a business outcome. App Health Score → Risk reduction. Adoption Rate → Productivity gain. Time-to-Deploy → Developer satisfaction and shadow IT prevention. Support Volume → IT cost efficiency. ROI per App → Direct return on license spend. If you can't name the business outcome for a metric, it probably shouldn't be in your executive report.
Three Mistakes That Undermine CoE Reporting
Vanity metrics. Apps created, training sessions completed, community members added — these feel like progress but they don't answer the executive question. Vanity metrics are inputs; what leadership needs are outcomes. The fact that 200 makers attended your monthly training means nothing if compliance rates aren't improving. Track inputs for operational management, but keep them out of executive reporting.
Too many dashboards. If your CoE reporting requires three Power BI dashboards, two SharePoint pages, and a weekly email digest to communicate program status, something has gone wrong. Governance complexity that requires that much infrastructure to explain is governance complexity that's become unmanageable. The goal is one view — clean, current, and accessible to anyone who needs it — with drill-down available on demand.
No baseline. The most common reporting failure is starting to collect metrics after the program is already running. Without a baseline, you can't show improvement — and without showing improvement, you can't justify investment. If you haven't established baselines yet, start with your week-one governance checklist and capture the starting state of each metric on day one. A CoE that can say "compliance was 54% when we started and is 89% today" has an entirely different budget conversation than one that can only report the current state.
The metrics aren't magic. A high App Health Score doesn't mean your governance program is done — it means you have a foundation to build on. What these seven metrics do is give you and your leadership team a shared language for what "good" looks like, so the CoE conversation shifts from "what does governance do exactly?" to "how do we get to 95% compliance by end of year?"
